Topic: TCEQ Happenings: Regulatory Updates and Legislative Preview

Presentation Summary:

The Texas Commission on Environmental Quality (TCEQ) recently underwent a review by the Sunset Commission of Texas which resulted in a number of changes to how that agency does business. Many hot-button issues, including environmental justice, emissions events, and public participation in permitting were part of the debate and can be expected to come around again when the Legislature convenes in January 2025. Additionally, recent Federal actions will significantly impact air quality planning and permitting at TCEQ. This presentation will analyze the issues and look downrange at what to expect in the months and years to come.

 





BIO:

Brian Christian has more than 30 years of experience working in the fields of regulatory and legislative communications. He established Brian Christian Consulting, LLC in 2018. He has helped a variety of regulated entities navigate the Texas Legislature and the state’s environmental permitting and enforcement systems.

He served in various staff and management positions at the Texas Commission on Environmental Quality (TCEQ) from 1994 until 2018. From 1999 until 2001, he was a Legislative Liaison whose portfolio included working on air quality and waste management issues. He later led the Environmental Assistance Division, which included the nationally recognized Small Business and Local Government Assistance Program. Working with nearly every program at TCEQ, that division helped small businesses, local governments, and the public interface with the agency.

From 1992 until 1994, he worked as a Legislative Liaison for the Texas General Land Office, focusing on alternative fuels, recycling, and the State Budget. As a Texas Senate staffer in 1991, he analyzed legislation for the Lieutenant Governor and several Senate committees.

He has contributed articles on the Texas Legislature, environmental policy, and regulatory compliance to the Associated General Contractors of Texas’ official magazine, Infrastructure. He also publishes a regular newsletter, called Environmental News and Views, on LinkedIn.
